What is a Penalty Charge Notice (PCN)?

A Penalty Charge Notice (PCN) is a penalty for breach of parking regulations. This is commonly referred to as a parking fine.

PCNs are issued by our Civil Enforcement Officers, who are council employees. They issue PCNs to vehicles which are believed to have parked in contravention of the terms and conditions of a council-run car park. 

As a result of breaking contravention, a fine of £70 or £50 is now payable to West Devon Borough Council

These fines are reduced by 50% if payment is made within 14 days from the date the ticket was issued. 

All West Devon Borough Council PCNs have a Reference number beginning with ‘DW08’ or ‘DW09.’ If your PCN starts with anything besides 'DW' we will not be able to assist with your query.

Please carefully read the PCN document issued to your vehicle which will explain the contravention that the PCN has been issued for. 

The PCN Document will also contain a unique reference number that you can use to access our PCN Portals. From these portals you can view details of the PCN, and arrange to pay or challenge your PCN online
