Drainage and Nuisance Flooding

Drainage issues and flooding are complex areas.

This section includes guidance on what the council can help with, and what is the responsibility of other agencies and landowners.


I have a problem with drainage or foul water from my septic tank or cesspit

If you have a problem with drainage, overflow or odour from a septic tank or cesspit on your property, you will need to contact an engineer to investigate the problem and empty the tank.

If you rent your property you will need to contact your landlord.


I have a problem with a neighbouring septic tank or cesspit

If the problem is from a neighbouring property and the owner has not dealt with it, or is not known, the Council can investigate.

I have a problem with drainage or foul water from a blocked drain on someone else's property

South West Water is responsible for foul water from a blocked drain.

You can contact them on 0344 346 2020.

Make sure you get a reference number for each call you make.


I have a problem with foul water from a sewer not on my property

A sewer is a pipeline carrying sewage and/or surface water from two or more houses.

South West Water is responsible for clearing and repairing sewers.

I have a problem with foul surface water

South West Water is responsible for foul surface water.

I have a problem with surface water from a burst water main

South West Water is responsible for burst water mains.

You can contact them on 0344 346 2020.

Make sure you get a reference number for each call you make.


I have a problem with water from a blocked highway gully or surface run-off from a highway

A highway gully is a grid at the side of the road which takes away rainwater.

Devon County Council are responsible for clearing any blocked highway gullies. You will need to contact them directly.

You can report a draining fault to Devon County on their website at Report a Problem.

In an emergency, please contact the Highway Operations Control Centre on 0345 155 1004. They are open at the following times:

  • Monday - Friday 8.00 a.m. to 8.00 p.m.
  • Saturday 9.00 a.m. to 1.00 p.m.

I have a problem with clean surface water, but I don't know where it's coming from.
