LEAP (Local Energy Advice Program) is a free energy and money saving advice service. LEAP can help you to save money and to keep your home warm and cosy.

LEAP offers a free of charge in-home advice visit. The Home Energy Advisors can:

  • Install free simple energy saving measures such as LED light bulbs and draught-proofing
  • Check if you're on the best energy tariff
  • Arrange a free money advice consultation
  • Help you find funding for further energy saving home improvements.

Help to heat flexible eligibility

Under the Energy Company Obligation (ECO) Help to Heat flexible eligibility, energy suppliers will be able to use the 'flexible eligibility' mechanism to install energy saving measures in premises that have been declared eligible by the Council.

Home Energy Conservation Act (HECA)

The attached report outlines, in draft, the council's approach and ambitions with regard to Home Energy Conservation as required under the above legislation. This document, subject to further consultation, will be updated over the coming months.
